The TL431 can be used in its "sink" configuration to control a constant current source as shown above.

Note the voltage across the 0.25-Ohm resistor can be used by a microcontroller to measure current.

In Fig. 5 a low value resistor and an LM358 op-amp enables a microcontroller to measure battery charge current. This can monitor both charge current and load current.
